Registration brings RTOs many duties like annual declarations, AVETMISS reporting, and marketing compliance, yet validation often proves to be the most feared.

We have numerous articles on validation, but let's go back to the term itself. ASQA defines validation as a quality review of the assessment process.

In other words, validation identifies which elements of an RTO's assessment process are done right and which need improvement. A proper understanding of its key components makes the task less daunting.

The 2015 SRTOs Clause 1.8 requires RTOs to make sure their assessment systems, including RPL, are compliant with training package requirements and conducted per the Principles of Assessment and Rules of Evidence.

The standards mandate two types of validation.

The first validation type ensures your RTO's assessments comply with the training package requirements in your scope.

The subsequent validation type ensures assessments are in line with the principles of assessment and rules of evidence.

This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.

Defining the Two Types of Assessment Validation

As mentioned earlier and in our earlier blogs, validation is split into two parts: (1) assessment tool validation and (2) post-assessment validation.

Assessment tool validation, also known as pre-assessment validation or verification, pertains to the first part of the clause, focusing on ensuring all unit requirements are met and that all workbooks are fully compliant.

On the implementation side, post-assessment validation ensures Registered Training Organisations conduct assessments according to the Principles of Assessment and Rules of Evidence.

In this article, we will emphasize assessment tool validation.

Procedure for Assessment Tool Validation

Now that we understand the two types of validation, let’s explore the details of assessment tool validation.

When Should You Conduct Assessment Tool Validation?

Assessment tool validation ensures that all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.

Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.

There's no requirement to wait for your next 5-year cycle validation schedule. Validate new resources promptly to ensure they’re ready for students.

Still, this isn't the sole reason for conducting this type of validation. Conduct assessment tool validation when you:

- update your resources
- adding new training products on scope
- when course is reviewed against training product updates
- learning resources are identified by you as a risk during your risk assessment

ASQA's risk-based approach to regulation necessitates regular risk assessments by RTOs. If there are student complaints about learning resources, it's an opportune time for assessment tool validation.

Which Training Products to Validate?

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.

Necessary Resources for Assessment Tool Validation

Study Resources

To validate your assessment tools, you will need the complete set of your learning resources:

Mapping tool – the first document you should look at. It highlights which assessment items meet unit requirements, accelerating validation.

Learner/student workbook – ensure it's appropriate as an assessment tool. Check if the instructions are clear and answer fields are adequate. This is a frequent issue.

Assessor guide/marking guide – verify that instructions for assessors are comprehensive and clear benchmarks for each assessment item are present. Clear benchmarks are key to reliable assessment outcomes.

Other related resources – these might include checklists, registers, and templates developed separately from the workbook and marking guide. Ensure they are appropriate for the assessment task and meet unit requirements.

Validation Group

Clause 1.11 specifies the criteria for validation panel members, indicating that validation can involve one or more persons. RTOs usually require all trainers and assessors to participate, sometimes including industry experts.

As a group, your validation panel must possess:

Vocational competencies and industry skills relevant to the unit being validated

Recent knowledge and skills in vocational teaching and learning

Either of the following training and assessment credentials:

TAE40116 Certificate IV in Training and Assessment or its replacement

Assessment validation document/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.
A validation tool assists with the validation process and documentation. It makes it easier to view how each assessment item aligns with each unit requirement.
At the same time, it can serve as your document evidence that you have validated your resources before letting the students use them.
Simultaneously, it provides documentation that you have validated your resources before students use them.

ASQA does not provide a recommended or required template for assessment tool validation, but many templates are available online. These tools generally have validators review the tools as a whole to determine if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

Fundamental Principles of Assessment
Fairness – Does the assessment ensure equal opportunity and access for everyone?

Flexibility – Does the assessment offer various options to demonstrate competence based on different needs and preferences?

Validity – Is the assessment assessing what it is supposed to assess? Is it a valid tool for measuring the required skill or knowledge?

Reliability – Will the assessment yield the same results each time, no matter who conducts the training? Will different assessors make consistent decisions on skill competence?

Fundamental Rules of Evidence

Validity – Is the evidence demonstrating that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there enough evidence to confirm the learner has the required skills and knowledge?

Authenticity – Is the assessment tool verifying that the work belongs to the candidate?

Currency – Are the assessment tools based on current units of competency and modern industry practices?

Despite being frequently covered in VET professional development and nationally recognised training, many tools still have issues with these requirements.

To avoid using learning resources that leave certain unit requirements unaddressed, ensure you adhere to these guidelines:

Live Up to Your Words

Pay close attention to the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement requires students to:

Complete each of the following activities at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication according to service and regulatory requirements:

changing nappies

prepare bottles, bottle-feed babies and sanitize equipment

prepare solid foods and feed infants

appropriately respond to baby signs and cues

prepare babies for sleep and soothe them

monitor and promote physical exploration and gross motor skills suitable for the age

Getting students to describe the nappy-changing process for babies under 12 months old doesn’t directly meet the unit requirement. Unless the requirement assesses underpinning knowledge (i.e., knowledge evidence), students should be doing the tasks.

Notice the Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.
Mind the numbers. In our CHCECE032 example, one unit requirement asks students to complete the tasks at least once with two different babies under 12 months old. Doing the tasks twice with one baby doesn’t suffice.

Total or Not Competent

Mind the lists. In the previous example, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?
What kinds of information can be included in a work package?

Answers might include:

Needed resources

Applicable costs

Time required for activities

Appointed roles and responsibilities

When an assessment item demands multiple answers, indicate the number of answers a student must provide. This ensures your assessment is reliable, and the evidence collected is valid.

This also applies to assessment items with double-barrelled questions or those that ask for multiple answers at once. These can confuse students and assessors, as shown in the sample question below:

Identify a hazard and/or environmental concern in the workplace and select the most effective hazard control hierarchy.

Answers could include, but are not limited to:

Weather conditions – work area isolation, engineering, PPE

Work area and ground conditions – elimination, isolation, engineering controls

People – isolation, use of engineering controls, administration

Structural hazards – substituting, isolation, engineering

Avoiding double-barrelled questions makes it simpler for students to answer and for assessors to accurately judge student competence.
